Why should it start downloading? You are the only one who has the data right now.
Recheck everything - you should point in to the same directory, where data is stored, then it will start seeding.

It is in the same folder as the data. It has been since I uploaded the torrent and downloaded it.
Torrent file itself could be anywhere, it's not important. Point at correct directory when you add it to the client ("+ -> Save at" in qBittorrent).
Don't forget that your torrent contains directory too. So, for example, if data is in "C:\Torrents\WhitishCherry", you should select "C:\Torrents" in Save at.

Okay, fixed it, I just had to re-add it to the client to get it to work again, my second torrent was too messy so I just made a new torrent and uploaded a new one.
